CM Issues Wide-Ranging Directives at Welfare Department Review Meeting
Ranchi: In a high-level review meeting of the Welfare Department held today, the Chief Minister issued a comprehensive set of directives to officials covering scholarships, student welfare, employment, tribal rights, and institutional development. The meeting reflected the government’s intent to tighten accountability and expand the reach of welfare programmes across the state.
The Chief Minister gave necessary instructions regarding the scholarship scheme and urged officials to ensure timely and effective disbursement. On the matter of cycle distribution, the CM directed that before the next round of distribution, the Welfare Department must coordinate with the Industries and Education Departments to prepare a plan for establishing a cycle manufacturing industry within the state itself.
The CM further directed that disabled students must not be left out of the distribution drive, and called for a formal proposal to provide tricycles to students with disabilities.
Officials were directed to evaluate the Chief Minister’s Employment Generation Programme (CMEGP) and submit a forward-looking action plan. During the meeting, the CM also held an online interaction with select beneficiaries of the scheme to assess ground-level impact.
The Welfare Department was asked to provide an updated status of all hostels under its purview. Regarding hostels under construction in Ranchi, Palamu, and other locations, the CM made clear that quality must be maintained and construction completed within stipulated timelines. “Laxity will not be tolerated under any circumstances,” the CM stated firmly.
The CM directed that schools under the Welfare Department run awareness campaigns to educate children on topics related to SIR and the Census, so that students can in turn inform their parents. The Education Department was similarly instructed to carry out this initiative across all its schools statewide.
Officials were asked to organise district and state-level inter-school sports competitions in Welfare Department schools, with directions to make it an annual recurring event to promote athletic talent among students.
The CM called for a plan to develop Ashram schools on the lines of the CM School of Excellence model, raising the standard of tribal residential education to match the state’s flagship institutions.
The Welfare Department was instructed to coordinate with the Health Department and submit a joint plan to improve the functioning of hospitals operating under its administration.
The CM expressed strong displeasure over the current status of forest rights land titles (Van Adhikar Patta), calling the situation “completely unacceptable.” Officials were directed to work in close coordination with the Forest Department to accelerate the Abua Bir Abua Dishom campaign and speed up the distribution of forest land rights to tribal communities.
Regarding the skill training programmes run under Kalyan Gurukul, the CM asked the department to furnish data on where all trained youth are currently employed, emphasising the need to track real-world outcomes rather than just training numbers.
The CM directed that Nursing Schools under the Welfare Department enrol young men alongside young women, broadening access to healthcare career pathways. Additionally, the department was asked to submit a proposal for establishing a Driving Institute under its umbrella to expand vocational training options for youth.
